Parker Lands Development

Updates   November 24, 2009 Mike and I have been working on the Parker file including answering questions from those that have either emailed, called or talked to me about the issue (I encourage all to do so), meetings with the City Adminstration and meeting with the developer.   There are going to be postcards dropped off in the next two weeks to all residents informing them that:   Dear resident:

Negotiations to the transfer of lands between the City
of Winnipeg and GEM Properties continue and there is no new news to report at this time.

I am always willing to meet with those who wish to discuss the matter at any time.

I am committed to keep you informed and engaged in the process in planning a suitable development for the neighbourhood.

You can also register with my office to be notified of updates or arrange a meeting by either calling me at 986-5236 or emailing me at jorlikow@orlikow.ca.   I have met with the developer and informed him that he must work with the community if he wishes to get my approval for the necessary re-zoning.   In conclusion, the consultation process will begin once negotiations have been completed.September 18, 2009

 

I have hired Mike Lennon to assist the community in engaging in the secondary plan.   His role is to provide support to the community by engaging the community.   He represents how important I believe this issue to be.   People are very busy and I understand that we need to assist the community to ensure that concerns are addressed.    Part of my job is to reach out to a community in need with information and assist them in having an effective voice.   The meeting with the developer has not taken place.   The meeting is set for September 24.   The purpose of the meeting is not to discuss the developer's plans but to outline the process and time line for the secondary plan.     This will allow Mike and myself the time to ensure that the community is aware of the process and   has notice of meetings.               September 2, 2009

I regret that I deleted a phone message from someone in the community that was inquiring about the Parker Project.   I accidently deleted the message before I wrote down the phone number.   I hope that they will call again and/or we can connect through the upcoming mailouts, townhalls meetings and street meetings that I will be using to   keep the community informed. I will be meeting with Gem Properties next week to introduce myself and begin to relay the concerns of the community to them.   I will also be using this time to inquire about consultation time lines and next steps. I will post the information, send out a mailout and set up a townhall meeting once I get some additional information.   Please contact me if you have any questions and/or concerns.

July 2 - Vote results

I moved a motion for Referral and lost 7-9. Seconded and supported an amendment to the motion for secondary plan and passed 15-1. Motion to do land exchange passed 10-6 which I voted against.       July 21 Public Consultation Thank you to the over 300 people that attended tonights consultation.   Yours views were very helpful and I hope that you found some use from the information that was provided.   I have counted and read the 100 cards people left with me   and understand that we all want to keep it greenspace.   I commented that this vote would risk my ability to add a friendly amendment to the existing motion to ensure that the neighbourhood and the people within the neighbourhood are incorporated into whatever development occurs in the land.     Some people inquired about asking for a deferral and informed them that had solicited this motion prior to the meeting and was unable to get enough votes to support it.   Things may change and this may be an option.   The third option would be to add a friendly amendment to the motion to enhance the amount of consultation and scope of that consultation in a Secondary Plan for the area.     This secondary plan would include traffic, existing character of neighbourhood. parks, drainage, etc.   I informed the group that this option may succeed and will ensure that, considering this is the only option I believe will be successful, that this is where my instincts tell me to go.   I informed the group that I am leaving all options open until the last moment to determine if there is a greater possibility for a defferal or no vote to be successful and will not damage opportunity to make the friendly amendment.   I will continue working through the night to work on various ways  that best protects your neighbourhood retaining its family, safe and quite character. ---------------------------------------------------- City Council is going to vote on trading lands in Ft.
